For petrol, subsidised Pertalite (RON 90, research octane number 90) costs Rp 10,000 a litre [1]. Pertamax (RON 92) costs Rp 15,950, Pertamax Green 95 Rp 19,150 and Pertamax Turbo (RON 98) Rp 19,600 [1].

For diesel, subsidised Biosolar costs Rp 6,800 a litre [1]. Dexlite (cetane number 51) costs Rp 23,700 and Pertamina Dex (cetane number 53) Rp 25,200 [1].

Private stations price slightly higher. BP 92 and Vivo's Revvo 92 sell at Rp 16,130, and their 95-octane grades at Rp 19,330 [1]. Premium diesel at Shell, BP and Vivo costs Rp 25,420 [1]. Cartrack notes that Shell stations currently offer only V-Power Diesel, with its petrol grades listed as unavailable [2].

On 30 October a dollar bought 18,143.4 rupiah [20]. At that rate, Dexlite costs about $1.31 a litre and Pertalite about $0.55. These are our calculations.

Why did Pertamina keep fuel prices unchanged in November?

Pertamina gave no specific reason for the November hold [1]. Jakarta Globe noted that the company adjusts non-subsidised prices periodically in response to market conditions [1]. Subsidised prices, by contrast, are set by government policy [1].

Recent statements point to a mix of factors. In September, Pertamina Patra Niaga spokeswoman Kitty Andhora said pricing took into account "economic considerations, purchasing power, and prevailing social conditions" [9]. She added that the formula includes global crude prices, the rupiah exchange rate and taxes [9].

Cartrack quoted Pertamina Patra Niaga corporate secretary Roberth Verieza Dumatubun as saying non-subsidised prices follow the company's own evaluation [2]. In its reading, the October hold reflected purchasing power rather than lower procurement costs [2].

How have Pertamax and Dexlite prices changed in 2026?

The year began with cuts. On 1 January Pertamax fell to Rp 12,350 a litre, Dexlite to Rp 13,500 and Pertamina Dex to Rp 13,600 [3].

The first big rise came on 18 April, after the conflict in the Middle East lifted crude prices [4]. Pertamax Turbo jumped to Rp 19,400 from Rp 13,100 [4]. Dexlite rose to Rp 23,600 from Rp 14,200, and Pertamina Dex to Rp 23,900 from Rp 14,500 [4]. Pertamax stayed at Rp 12,300 [4].

Energy minister Bahlil Lahadalia said non-subsidised fuel follows market prices under a 2022 ministerial regulation [5]. He said premium grades are mostly bought by higher-income groups [5].

Pertamax followed on 10 June. It rose about 32%, from Rp 12,300 to Rp 16,250 a litre [6]. Pertamax Green rose from Rp 12,900 to Rp 17,000 [6].

Mid-year brought relief. On 1 July Dexlite fell to Rp 19,700 from Rp 23,000, and Pertamina Dex to Rp 21,150 from Rp 24,800 [7]. On 1 August Pertamax eased to Rp 15,950 and Pertamax Turbo to Rp 18,300 [8].

Diesel rose again on 1 September. Dexlite went to Rp 23,700 and Pertamina Dex to Rp 25,200 [9]. Cartrack put the Dexlite increase at Rp 4,000 a litre [2]. Pertamax Turbo rose to Rp 19,600 [9]. Pertamax Green 95 moved to Rp 19,150 soon afterwards [2].

By our calculation, Dexlite now costs about 76% more than on 1 January. Pertamina Dex is up about 85% and Pertamax about 29% [1,3]. Subsidised Pertalite and Biosolar have not moved all year [1,3].

How are non-subsidised fuel prices set in Indonesia?

Non-subsidised prices follow a base price formula set by Energy and Mineral Resources Ministry decree 245.K/MG.01/MEM.M/2022 [2]. The main inputs are international oil prices and the rupiah exchange rate [2,9].

The ICP, the government's monthly crude benchmark, shows the pressure. It was $102.26 a barrel in March, up $33.47 from February [4]. It peaked at $117.31 in April, then eased to $106.56 in May [11,16].

The ICP then fell to $83.45 in June and $81.68 in July, as Middle East tensions eased [14]. It rebounded to $112.81 in September, from $89.43 in August [13]. Oil and gas director general Laode Sulaeman linked the jump to risks around the Strait of Hormuz [13]. The ministry projected October's ICP at $98–103 a barrel [13].

The currency has added to costs. The rupiah weakened to 17,877 per dollar on 29 May, according to Bank Indonesia's transaction rate [11]. On 30 October it traded at 18,143.4 on the spot market [20].

Location matters too. Prices vary by region because of local taxes and distribution costs [5]. Greater Jakarta has a 5% regional motor fuel tax (PBBKB, Pajak Bahan Bakar Kendaraan Bermotor) [8].

Pertamax costs Rp 15,950 across Java, Bali and Nusa Tenggara [2]. It costs Rp 16,300 in provinces such as Aceh, North Sumatra, Sulawesi and Papua, and Rp 16,650 in Riau and West Sumatra [2]. The free trade zones of Sabang and Batam are cheaper, at Rp 14,950 and Rp 15,150 [2].

Why are Pertalite and Solar prices fixed until the end of 2026?

The government has repeatedly ruled out a rise in subsidised prices this year. In May, deputy energy minister Yuliot Tanjung said there would be "no increase until the end of the year" [11]. In August, Coordinating Minister for Economic Affairs Airlangga Hartarto said the cost was "built into our fiscal buffer" [12].

The gap with market prices is now wide. Dexlite costs Rp 16,900 more per litre than Biosolar, about three and a half times as much [1]. Pertamax costs Rp 5,950 more than Pertalite [1]. These are our calculations.

That gap shapes demand. In October Bahlil, now Coordinating Minister for Downstream and Energy Transition, said some drivers had switched from 92 and 95-octane fuels to Pertalite [18]. He also urged police to act against hoarding of subsidised fuel [18].

The switch coincided with supply strain. Long queues formed at petrol stations across Bali from 12 October [19]. Pertamina said it would add 57.9 million litres of fuel to the island between 14 and 17 October [19]. Bali sold Pertalite under an odd-even number-plate rule from 17 October, extended to 23 October [17]. Seven tankers instead of three were assigned to carry fuel from Java [17].

Bahlil said national Pertalite stocks covered 16 to 18 days of demand, which he called "still adequate" [18]. Pertamina's president director apologised for the queues, citing problems unloading a tanker [18].

Who will import Indonesia's fuel under the new system?

Indonesia still imports much of its petrol. Bahlil said imports continue for RON 90 Pertalite and part of the demand for RON 92, 95 and 98 grades [15]. He said Indonesia no longer imports diesel [15]. About 82% of liquefied petroleum gas (LPG) demand is met by imports, mainly from the United States [15].

Purchasing is changing. On 26 October Bahlil announced Presidential Regulation 107 of 2026 [15]. It moves crude, fuel and LPG procurement from business-to-business deals to government-led schemes [15]. A public service agency, Lemigas, will buy the cargoes, and Pertamina will purchase from it [15].

Bahlil argued that Pertamina's tenders were slow. He said suppliers sometimes sold to higher bidders even after Pertamina had won a tender [15].

Some analysts are cautious. Fahmy Radhi, an energy economist at Gadjah Mada University, told Katadata that Lemigas lacks procurement experience [10]. He warned the process could become slower and raise legal risks for the state [10].

What to watch

  • 1 December price review. Pertamina reviews non-subsidised prices monthly, usually at the start of the month [1,2].
  • Crude and the ICP. The ministry projected October's ICP at $98–103, below September's $112.81 [13]. A lower ICP would ease the formula price, other factors being equal.
  • The rupiah. It weakened from 17,877 per dollar in late May to 18,143.4 at the end of October [11,20].
  • Subsidised prices in 2027. The government's pledge to hold Pertalite and Biosolar runs to the end of 2026 [11,12].
  • The import transition. Watch how quickly Lemigas takes over purchasing under Presidential Regulation 107 [10,15].
