What are fuel prices in Brazil right now?

The national oil regulator, the Agência Nacional do Petróleo (ANP), surveys pump prices every week. In its latest survey, for 18–24 October, regular gasoline averaged R$6.49 a litre, down from R$6.53 the week before [2]. Diesel S10 averaged R$7.32, down R$0.02, and the older S500 grade R$6.99 [2]. Hydrated ethanol was stable at R$4.11 [2].

The ANP delayed its next survey, for 25–31 October, to Tuesday 3 November because of the public servants' holiday on 30 October [2].

The weekly data show two diesel surges. The first came in March, after Brent rose about 40% in two weeks to near US$100 a barrel [4]. Diesel S10 rose from R$6.15 in the week to 7 March to a peak of R$7.58 in early April [1]. It then eased to R$6.88 by early September before climbing again to R$7.36 in the week of 4–10 October [16]. Rio Times, citing ANP data, put diesel S10 21.12% above a year earlier in the week of 11–17 October [14].

Gasoline has moved far less. It peaked at R$6.78 in the weeks of 22 March to 4 April [3]. By our calculation from ANP data, gasoline is about 4% above its early-January level [1]. Diesel S10 is about 21% higher and ethanol about 8% lower [1].

Which states have the most expensive fuel?

Prices vary widely by state. Diesel S10 was cheapest in Espírito Santo at R$6.87 and most expensive in Acre at R$8.21 [2]. For gasoline, Rio Grande do Sul had the lowest state average at R$6.16 and Roraima the highest at R$7.56 [3].

Gasoline averaged R$6.34 in the South and R$6.37 in the Southeast [3]. It was R$6.72 in the Northeast and R$6.90 in the North [3]. The Centre-West averaged R$6.46 [1]. Individual stations ranged from R$5.39 to R$9.92 a litre across the 4,600 surveyed [3].

How has Petrobras changed diesel and gasoline prices in 2026?

Petrobras sells "diesel A" and "gasoline A" to distributors before biofuels are blended in [4]. Its refinery price is only part of the pump price. In March, Petrobras's share of the diesel sold at the pump averaged R$3.10 a litre [4]. Gasoline C, sold at the pump, is 70% gasoline A and 30% anhydrous ethanol [7].

The only plain increase came on 14 March. Petrobras raised diesel A by R$0.38 a litre, to an average of R$3.65 [4]. At the same time the government cut the federal PIS/Cofins social contributions on diesel to zero, worth about R$0.32 a litre [4].

Since then Petrobras has paired each increase with a federal subsidy of the same size. On 2 June it added R$1.12 a litre to diesel and granted the same amount as a discount under a provisional measure (MP) [5]. On 17 September it repeated the step with R$1.00 [6]. In both cases its prices to distributors were unchanged [5,6].

Gasoline followed a similar path. On 29 May Petrobras raised gasoline A by R$0.48 but applied a R$0.44 subsidy discount, a net rise of R$0.04 [7]. In September it announced a rise to R$3.24 a litre and reversed it about four hours later, settling at R$3.05 [8]. The revised price came with a federal tax cut of R$0.63 a litre on gasoline, as a R$0.44 subsidy expired [8].

How big is the diesel subsidy, and how long will it last?

Diesel producers and importers now receive R$2.12 a litre. That combines R$1.12 from May and R$1.00 from September [10]. The finance ministry extended it for 30 days on 27 October under Portaria MF 3,181 [9]. The planning ministry says the R$2.12 subsidy costs R$10.5 billion every 30 days [10].

Imported diesel gets an extra R$1.40 a litre, approved in October for 30 days at an estimated cost of R$1.6 billion [11]. That brings support for importers to R$3.52 a litre [10]. InfoMoney reports the import top-up runs until 6 November [12].

Federal tax relief on gasoline rose to R$0.89 a litre [11]. A subsidy for ethanol producers rose to R$0.4287 a litre [11]. Rio Times reports the gasoline relief ends on 9 November; the government says it can be extended [14,11]. ClimaInfo puts the cost of the gasoline and ethanol measures at R$2.8 billion a month [10].

Will Petrobras raise diesel prices after the election?

Brazil held its presidential runoff on 25 October. Analysts had flagged the post-election period as a possible window for a price change [13]. Their estimates of the gap differ because they use different benchmarks.

Abicom represents fuel importers. After the close on 22 October, it put the gap between import parity and Petrobras's diesel price at 108%, or R$3.53 a litre [13]. It counted 145 days without a Petrobras diesel adjustment [13]. Goldman Sachs, measuring after subsidies, put the gap at 21% [13]. Its base case is no change to diesel before the end of the year [12].

InfoMoney reports that analysts put Petrobras's realised diesel price at R$5.43 a litre, about 25% below an import parity of about R$7.30 [12]. Itaú BBA estimates diesel about 20% below international parity and gasoline about 10% below [12]. It sketches two paths: a single rise of about 25% in early November, or about 13% followed by gradual steps to the end of March 2027 [12]. These are analysts' scenarios, not company plans.

Goldman estimated that a 50% refinery rise would lift pump prices by about 20% [13]. It put the inflation effect at 0.21 to 0.24 percentage points [13].

How much does a botijão de gás cost?

The 13 kg liquefied petroleum gas (LPG) cylinder, the botijão de gás, averaged R$114.98 in the week to 24 October [1]. It sat near R$110 from January to March, then rose in April [1].

Regional differences are large. The North averaged R$125.86 and the Southeast R$112.45 [1]. Roraima was the most expensive state at R$140.80 and Rio de Janeiro the cheapest at R$104.72 [1].

The federal Gás do Povo programme gives free cylinders to more than 15 million families, about 50 million people [17]. Families get four to six refills a year, depending on size [17]. Eligibility requires registration in the Cadastro Único and income of no more than half the minimum wage per person [17]. At the ANP average of R$114.88, six refills are worth R$689.28 a year [18].

Why does Brazil import diesel when its oil output is at a record?

Brazil produced a record 4.615 million barrels a day (b/d) of oil in August, 18.4% more than a year earlier [19]. Total oil and gas output passed 6 million barrels of oil equivalent a day for the first time [19]. Exports have also grown. Oil exports to China more than doubled in value in the first half, to a record US$15.1 billion [20]. That figure comes from the Brazil-China Business Council [20].

Crude output is not the same as diesel supply. The finance ministry says more than 25% of domestic diesel demand is met by imports [9]. In an October statement, the government put the share at about 33% and national stocks at about 15 days of demand [11]. The extra R$1.40 subsidy is aimed at that imported share [11].

Diesel costs feed into freight. Fuel made up 44.7% of road hauliers' operating costs in the first half, according to NTC&Logística data cited by Click Petróleo e Gás [16]. Freight rates were 10.5% below estimated costs over the same period [16].

What to watch

  • The ANP survey on 3 November. It covers 25–31 October, the first week after the runoff [2].
  • Subsidy deadlines. The import top-up runs until 6 November and gasoline tax relief to 9 November [12,14]. The R$2.12 diesel subsidy was renewed on 27 October for 30 days [9].
  • Petrobras pricing. Analysts' scenarios range from no change before year-end to a rise of about 25% [12].
  • Brent. The January contract closed at US$113.88 a barrel on 26 October [10].
  • State tax in 2027. Confaz, the council of state finance secretaries, approved a higher ICMS (the state tax on goods and services) from February 2027. The ICMS on diesel rises from R$1.17 to R$1.30 a litre [15]. For LPG the rise is 4.8%, and for gasoline 4.5% [15].

Alupetra follows diesel, gasoline and LPG markets every day, and its daily market coverage tracks the prices and policy decisions behind them.
